Guiding Principles
Client Engagement & Risk Education
We work in close partnership with our clients to raise awareness, inform decision-making, and proactively reduce risk. Our approach is rooted in education, transparency, and shared responsibility.
Identity. Protection. Purpose.
Protection
We actively contribute to safer environments by influencing the design and function of the built environment. Through evidence-based planning and strong collaborative partnerships, we pursue secure and sustainable outcomes that protect both people and infrastructure.
Preparedness and Response
We take a proactive and structured approach to risk—anticipating potential threats and maintaining the capacity to respond with agility and effectiveness. Our methodology is guided by critical analysis and a commitment to delivering high-quality, resilient services.
Resource Optimisation
We operate with flexibility and efficiency, deploying resources strategically to ensure maximum impact. Our adaptive model encourages continuous improvement and innovation, enabling us to respond effectively to evolving threats and operational challenges.
Emergency Planning
Operating in complex urban environments, we align with national and local resilience frameworks to support broader emergency preparedness objectives. We strongly advocate for the implementation and regular testing of robust contingency plans in accordance with government guidance.
Effective emergency planning is not optional—it is essential.
People and Expertise
Our people define our performance. Every member of our team plays a critical role in delivering professional, safe, and responsive services.
We select individuals from elite military, police, fire and rescue, and ambulance backgrounds. Each staff member undergoes rigorous vetting and is required to demonstrate sector-specific competencies and a commitment to lifelong professional development.
We actively promote diversity and inclusivity, recognising that a wide range of experiences and perspectives enhances our service delivery.
Within the United Kingdom, all URMS operatives—whether engaged in Close Protection, Security, or Stewarding roles—hold valid Security Industry Authority (SIA) licences. This reflects our unwavering commitment to professional integrity, accountability, and public safety.
Quality and Professionalism
We take pride in representing our clients with integrity, precision, and professionalism. Our commitment to quality is embedded in every aspect of our operation—from strategic planning to front-line execution.
Accountability and Transparency
We are fully accountable for our actions. Every decision is made with clarity of purpose and supported by transparent communication and operational integrity.
Continuous Professional Development (CPD)
Excellence in safety and service is sustained through continuous learning. We foster a culture of growth, supported by structured CPD pathways, robust policies, and an intuitive e-learning platform.
We empower our personnel to share knowledge, develop new skills, and lead through expertise and passion.
Integrated Logistics and Support
All operational activities are supported by our Global Support Centre (GSA), which provides logistical support analysis (LSA), enabling sustained readiness, strategic alignment, and seamless service delivery.
Standards and Policies
Access to Our Standards and Policy Documentation
Did you know that our full suite of Standards and Policy documents is available upon request?
At Urban Risk Management Services (URMS), we operate in full compliance with the Security Industry Authority (SIA) and adhere to the UK Government’s National Service Standards. In addition to these regulatory frameworks, we have developed our own comprehensive internal standards and policies, accessible to all staff and operational personnel.
Purpose
To establish and sustain a secure working environment in which principals can live and work safely, while systematically reducing and managing risk.
Overview of URMS Security Standards (USS)
The URMS Security Standards (USS) provide a strategic framework outlining the core competencies required of Close Protection Officers and other risk management personnel. These standards serve as a high-level reference for the capabilities necessary to perform effectively in operational roles.
The USS are not designed to define individual job roles in isolation, but rather to support the performance requirements that align with a range of functions within the sector. Roles are typically informed by multiple standards, and therefore, not every standard will apply to every position. Instead, relevant standards are applied based on the specific duties associated with each role.
Developed using recognised best practice, the USS reflects the operational demands and unique context of Urban Risk Management.
Structure and Application
Each standard is composed of:
-
Performance criteria: Benchmarks an individual is expected to meet in order to demonstrate competence in their role.
-
Supporting knowledge and understanding: Foundational information that supports the application of the standard. While there is no direct one-to-one mapping between performance criteria and knowledge statements, the latter underpins the standard holistically.
The USS are specifically written with UK operational contexts in mind but are adaptable to international environments. They allow for variations in terminology and practice where necessary. Regardless of location, the primary objective remains consistent: to uphold a safe, secure, and responsive working environment where risks are actively mitigated.
