If someone witnesses a terror attack, UK counter-terrorism guidance (from National Counter Terrorism Security Office – NaCTSO and Action Counters Terrorism – ACT) sets out very clear steps:

  • RUN – If there’s a safe route, leave the area immediately.

    • Encourage others to come with you, but do not delay if they refuse.

    • Leave belongings behind.

  • HIDE – If escape isn’t possible:

    • Find cover from gunfire or blast (brick walls, reinforced doors, large objects).

    • Stay away from windows.

    • Lock or barricade yourself in if possible.

    • Remain silent and turn phones to silent (including vibrate).

  • TELL – Once safe, contact police by dialling 999.

    • Give clear details: location, description of attackers, weapons seen, direction of travel, any casualties.
